Building AI Fluency Across the Intelligence Workforce

Artificial intelligence has proliferated every facet of our day-to-day lives. Agencies now face a new challenge: operationalizing AI so it delivers on real missions.

Dave Reynolds, Senior Vice President and Division Manager for Mission and Engineering Support at CACI, sat down with Fed Gov Today at DODIIS 2026, to discuss how building AI literacy and fluency across the Intelligence Community is a top priority for achieving mission outcomes.

Understanding how to use AI, Reynolds said, is a skill analysts must home and develop, rather than a tool they just use. Analysts must recognize how AI can improve their unique workflows, which may differ across agencies and even missions.

“Our focus is more on applying a tradecraft approach to applying AI than applying specific tools,” Reynolds said.
