2026 Dark Web and OSINT Summit Recap: Advancing Intelligence Through Collaboration, AI, and Open-Source Insights

In July 2026, CACI's DarkBlue Intelligence Group hosted the second annual Dark Web and OSINT Summit, bringing together professionals from government, law enforcement, industry, and the intelligence community to examine today's rapidly evolving threat landscape. Through keynote presentations, expert panels, and technical demonstrations, attendees explored how open-source intelligence (OSINT), artificial intelligence (AI), and collaboration are helping investigators uncover actionable intelligence hidden across the dark web and encrypted online platforms.

Welcome: CACI Executive Vice President of Mission and Engineering Support Meisha Lutsey

Meisha Lutsey opened the summit by welcoming attendees to the second annual event and highlighting the growing role of open-source intelligence in national security. She discussed how intelligence collection has expanded beyond traditional classified sources to include the open and dark web, where critical insights can help analysts identify emerging threats and better protect government missions.

Lutsey also emphasized the importance of responsibly incorporating AI into investigative workflows. Rather than replacing analysts, AI should accelerate research, surface relevant connections, and help intelligence professionals reach informed conclusions more efficiently. She also highlighted how DarkBlue’s CluesAI capability helps investigators navigate vast amounts of dark web data through natural language queries while keeping analysts at the center of decision making.
 

Keynote: Cyber-Enabled Fraud, Money Laundering, and Modern Criminal Networks

Timothy Lynch shared real-world investigative stories illustrating how criminal organizations increasingly operate online instead of in traditional underground networks. From romance scams enhanced by AI-generated voices and identities to sophisticated financial fraud schemes, Lynch demonstrated how today's investigations require investigators to follow digital breadcrumbs across multiple platforms.

A recurring message throughout the keynote was that cyber-enabled crime has become increasingly difficult to combat because criminals adapt quickly, exploit emerging technologies, and operate across international boundaries. Lynch stressed that preventing, disrupting, and dismantling these networks requires close coordination among government agencies, industry partners, and the global intelligence community.
