Executive Vice President of Electronic Warfare

Tom Kirkland is the executive vice president of electronic warfare CACI International Inc, a Fortune 500™ technology-first national security company with more than 27,000 employees.

In this role, Kirkland leads the Electronic Warfare line of business and serves on the company’s executive leadership team.

In July 2026, Kirkland rejoined CACI to advance its position as an innovative, technology-first national security company supporting the nation’s most critical missions. Kirkland is established leader with extensive experience in business development, execution, defense technology, and customer engagement across all domains and mission-focused technology.

Prior to joining CACI, Kirkland spent more than five years with L3Harris Technologies, where he most recently served as president of Targeting and Sensor Systems. During his time at L3Harris he also served as vice president and general manager for U.S. Army and SOCOM, Broadband Communications Systems.

Kirkland previously served in several leadership roles at CACI, including vice president of Business Development and chief growth officer for CACI Products. Earlier in his career, he held senior roles at Thales and Harris Corporation and is a combat veteran of the U.S. Army.

Kirkland holds a Bachelor of Business Administration degree from American InterContinental University and an MBA from the University of Maryland, Smith school of business. He also holds several professional certificates from Harvard Business School, MIT, Northwestern University – Kellog School of Management, and University of Virginia – Darden School of Business.
