James Milam is the senior vice president of business development at CACI International Inc, a Fortune 500™ company with more than 26,000 employees committed to expanding the limits of national security.

In this role, Milam leads enterprise growth initiatives through strategic alignment, customer engagement, and disciplined capture and proposal execution. He oversees all aspects of business development strategy, including pipeline management, process optimization, and resource planning, ensuring disciplined pursuit of high-value opportunities. By leveraging data-driven insights and best practices, Milam enables continuous improvement across business development functions while fostering a culture of accountability and results.

Milam brings more than 25 years of experience in Department of War, Intelligence Community and federal civilian acquisitions and holds a TS/SCI clearance. Over the last three years, he has secured more than $30 billion in U.S. federal contracts with a win rate exceeding 70 percent. His expertise spans business development, capture strategy, proposal development, and federal acquisition processes, making him a trusted partner to executive leadership and a driver of sustained growth.

Prior to this role, Milam served as vice president and sector capture lead for CACI’s National Security and Innovative Solutions sector, generating $2.7 billion in annual revenue and managing a team of 13 capture managers. He directed strategic capture efforts for major programs across DoD, the Intelligence Community.). Earlier, as strategic capture director, Milam achieved a 98 percent capture rate while leading large-scale pursuits from inception to delivery, including wins such as INSCOM G4 GILE ($717M), IAC MAC DISC ($557M), ATSSI II ($496M), and I2WD CBTA ($443M).

Milam began his career in technical and program management roles with CACI, Verizon Federal Systems, General Dynamics IT, and the U.S. Navy, where he served as a cryptologic technician.

He holds an associate degree in general studies and is a certified Project Management Professional (PMP) and Six Sigma Green Belt.
