Capabilities - U.S. Coast Guard
From National Missions to Worldwide Responsibilities and Maritime Domain Awareness ... At Sea and On Land ... CACI Supports the U. S. Coast Guard With an Array of Projects Vital to the Service and Our Nation
Since 1996, we have been a trusted partner of the Coast Guard, providing the resources and tools that help the Service fulfill the missions that are so essential to keeping the United States safe and its maritime assets secure.
From comprehensive data networks linking more than 40,000 users to engineering and logistics support for full-speed ahead operations ... from tactical law enforcement training to technology thought leadership to business systems support that ensures assets are well managed for mission success ... When the Coast Guard needs to be "always ready," CACI remains ever vigilant and responsive.
Examples of our current support include:
Maritime Homeland Security
Taking Effective Action at Sea to Help Keep Our Homeland SecureWhen an element of the Coast Guard's Deployable Specialized Forces (DSF) conducts a High Risk Boarding of a complicit vessel, chances are the assault team learned these specialized advanced boarding techniques from CACI professionals. Our experienced staff provides training for ship takedowns, including exercises tailored to unique coastal settings and platforms.
Team CACI supported development of the USCG counterterrorism and advanced interdiction (CT/AI) concept. We assist the Coast Guard in managing its CT/AI capabilities and in planning special operations techniques, close quarters combat (CQC), and high risk boarding.
U.S. Coast Guard Data Network Plus
Keeping Information Flowing 24/7/365Beginning in 1996 and through April 2010, CACI's ADTN2000 and then Coast Guard Data Network Plus (CGDN+) support provided data network services to more than 40,000 users. CACI was responsible for the network 24/7/365, with a network architecture that anticipated USCG traffic growth and technical evolution and permitted a variety of technologies for specific user requirements. CACI provided lifecycle responsibility – from integration and testing to engineering, operations, and maintenance. CACI continues to provide IT network support for CGOne, the replacement system for CGDN+ and the Coast Guard's portion of the DHS OneNet data network.
Maintenance Management System
Supporting the Acquisition and Sustainment of the National Security Cutter ProgramBeginning in 2008, CACI began working with the Coast Guard to provide tools for development and management of the shipboard maintenance needs of their new National Security Cutter acquisition program. Determining that existing legacy tools were not up to the challenge of fulfilling the mission of the new Cutter class, the Coast Guard asked CACI to provide basic IT tools for developing Maintenance Procedure Cards (MPCs). Building off the web-based Common Maintenance Planning (CMP) tool previously developed by CACI for the Deepwater program, we were able to develop web-based functionality for developing MPCs.
The system grew and evolved into the Maintenance Management System (MMS), which now provides extended abilities for managing maintenance and maintenance-related data. These capabilities include integration with Configuration Data coming out of the Coast Guard's CM database, materials data, and cost data; export to the Coast Guard’s end user application, CMPlus; publication of the data in multiple file and print formats, including MPCs, legacy MPCs, and interim and full ACMS-compliant formats for all of the NSC Cutters; and multiple reporting and analysis tools.
Reliability Centered Maintenance
Ensuring Mission Readiness With Proven Management ProcessesCACI's reliability centered maintenance (RCM) and analysis support is key to keeping the Coast Guard fleet-ready for its critical missions. From the analysis of configuration data, supply requirements, and maintenance history, we provide comprehensive maintenance effectiveness reviews (MER) for standard boat and cutter platforms from Baltimore, Md. and in Norfolk, Va., and facilitate MERs throughout the United States.
We ensure work is accomplished on time, within cost, and with the highest quality. CACI advances process improvement through lessons learned. We are an active member of the Deepwater reliability, maintainability and availability (RM&A) evaluation group, for cross-platform policies, failure reporting and corrective actions system (FRACAS), failure review board (FRB), and systems reliability metrics.
Enterprise Logistics System Support Services
Getting What's Needed to Where It's Needed...On Time and Within BudgetCACI offers a full suite of solutions and service offerings that plan and control the flow and storage of goods, services, and information. We assist the Coast Guard with enterprise logistics systems for development and sustainment across the fleet. This work includes supply and maintenance process integration; training for naval, civil engineering, and electronics communities; inventory control tool development; configuration data development and validation; and change management. For CMplus, the central repository for Coast Guard asset maintenance, CACI supports more than 600 Coast Guard cutters and shore-side support organizations.
Maritime Domain Awareness Initiative
Supporting the Big Picture of Seaborne Activities WorldwideCACI subject-matter experts are front and center in supporting the Coast Guard's role in maritime domain awareness (MDA), helping to identify policy and technology approaches to improve situational awareness attuned to a user-defined operational picture demanded by the mission. This thought leadership role supports the development of policy, organization, and command relationships and interagency activities to achieve MDA. We assist senior Coast Guard MDA leadership in developing strategic plans and resource requirements for C4IT deployments.
Financial Support Services
Advancing Transformation by Financial Information With Multi-User Transparency
By bringing innovative, web-based database technology to the desktops of Coast Guard financial managers, CACI provides tools to help e-tracking and managing of financial assets. Our expertise is reflected in our core Business System Solutions capabilities, including strong Enterprise Resource Planning (ERP) skills. Our Oracle capabilities are further enhanced by our Platinum-level Oracle partnership. As a full-spectrum systems integrator, our broad experience spans the major business system domains. We apply and integrate best-fit technologies driven by customer requirements, and we use advanced simulation and modeling tools and techniques to optimize the performance of both business processes and the systems that automate them.
Examples of CACI support for the financial requirements of the USCG include:
- Certification and Accreditation Services - CACI successfully provided C&AS for FINCEN. Our team was instrumental in taking FISMA to - green in 30 days for several systems, including CAS, SBU-LAN, FPD, WINS, and FPD.
- Property Audit Remediation Support - CACI provided property audit remediation services to USCGHQ, ALC, and SFLC, directly supporting the FINCEN by performing forensic logistics reviews of over 1,200 material records with high dollar-value thresholds.
