Creating a healthy population through data-driven decisions: CACI has over 15 years of experience delivering public health services and solutions to help federal customers improve population health and prevent disease.

We apply the principles of informatics with the methodology of public health to provide effective and innovative support to agencies such as the Department of Defense and the Department of Health and Human Services’ National Institutes of Health (NIH), the U.S. Food and Drug Administration (FDA), and the U.S. Centers for Disease Control and Prevention (CDC).

Our expertise in informatics, epidemiology, and research informs the technical assistance services we offer in health education, health communications, monitoring and evaluation, and policy development.

We also extend our technical assistance services to state and local health departments, community based organizations (CBOs), and healthcare facilities on behalf of our federal customers.

CACI has extensive experience supporting federal government agencies by providing early indication of disease outbreaks and public health emergencies, and tracking population-health problems.

Examples of our surveillance activities include our support for the National Healthcare Safety Network surveillance system for the CDC’s Division of Healthcare Quality Promotion, which detects Healthcare-Associated Infections (HAIs) in participating healthcare facilities across the United States.

We also support the National Electronic Injury Surveillance System – Cooperative Adverse Drug Events Surveillance System, which is used to collect data on adverse drug events in a collaborative effort between CDC, the Consumer Product Safety Council, and the FDA. For the Agency of Toxic Substances and Disease Registry, we developed the National Amyotrophic Lateral Sclerosis (ALS) Registry.

Our capabilities include supporting data collection using web and mobile technologies as well as integrating data from disparate sources to support monitoring and evidence-based decision making. We evaluate data as scheduled or in real-time and provide analytics and reporting to support retrospective and prospective surveillance and research.

The automated exchange of health and healthcare data (interoperability) is fundamental to effective and successful surveillance systems that avoid redundant data entry. Our messaging expertise includes:

  • Message formats and mapping: HL7, HL7 Clinical Document Architecture (CDA)
  • Message vocabulary coding
  • Message validation and certification
  • Public Health Information Network Messaging System (PHIN MS)
  • National Notifiable Diseases Surveillance System (NNDSS)
  • Electronic Laboratory Reporting (ELR)
  • NEDSS Base System (NBS) integration
  • Meaningful Use for public health reporting and surveillance

Development of surveillance systems to support public health requires a strong grasp of technology, health data-use standards, and federal privacy and interoperability requirements.

Examples of interoperability standards include HL7, HL7 CDA, and NIEM. Our data collection and capture efforts utilize web and mobile form-based systems, real-time and batch messaging, and ETL tools.

CACI works closely with our customers to identify health-related data sets needed to support public health surveillance and registry activities. Such data sets can provide early indication of disease outbreaks or public health emergencies and assist in the quantification and monitoring of population-health problems.

We combine our expertise in electronic message integration, mobile devices, web and cloud systems, big data, and vocabulary/coding normalization with intelligent analytics to support customer data needs. We profile and prepare the data, applying any transformations and business rules needed to ensure data harmonization, quality, and integrity.

Visualization of the data is crucial to unlocking the full value of the data assets. We utilize statistical algorithms and interactive charting and mapping to support trend analysis, decision making, and outbreak detection.

Our toolkit includes Extract Transform and Load (ETL) techniques as well as mining, analyzing, and manipulating of data stored in database servers such as Oracle, MySQL, Microsoft SQL Server, and NoSQL databases such as MongoDB. We also use SAS and SPSS for statistical analysis and data quality assessments.

Our data collection and capture efforts utilize web and mobile form-based systems, real-time and batch messaging, and ETL tools. We also support data collection through surveys and have expertise developing multi-purpose tools such as the CDC’s EpiInfo™, which is targeted at supporting public health workers with their data collection and analysis needs.

EpiInfoserves as the development platform for the EpiInfo Viral Hemorrhagic Fever (VHF) application, which is being used by CDC and several health partners in Africa to track and manage the Ebola outbreak cases.

CACI is also building the "EpiInfo Web Enter" product, which can be used for entering data on the web and on handheld devices.

  • CACI’s survey expertise is extensive and commences with customer consultations to determine needed survey instruments and any related programming.
  • We have developed numerous custom stand-alone survey tools and engines that have been integrated into CACI-developed systems. An example is a custom survey engine we developed to support the National Amyotrophic Lateral Sclerosis (ALS) Registry for ATSDR.

CACI’s health communications capabilities are based on the experience of our subsidiary, Emergint Technologies, Inc.; the expertise of the CACI Integrated Communications (CIC) group, a full-service marketing and multimedia division with significant experience in the health education arena; and our team of health professionals.

With these services and capabilities, we support the CDC by assisting with computer-based intervention development, health and healthcare quality promotion, content development and management, creative web design, original artwork development, guidelines development, Section 508 compliance, use of content management systems such as Percussion, social media, and website usability testing. For example, we helped CDC collect hospital-acquired infection statistics from approximately 17,000 hospitals.

Additionally, we offer strategic communications and creative production professionals who deliver market analysis, strategic planning, creative design and development, and detailed metrics in outreach campaigns for both government and commercial customers. CIC’s video and multimedia production studio is the second largest such facility in the Washington, DC metro area.

By combining the capabilities of Emergint and CIC, we provide customers with effective planning, development, and implementation of health campaigns; social media and social marketing; health literacy campaigns; plain-language media outreach; website development; use of virtual worlds; application of evolving, relevant technologies; marketing and formative research; and evaluation activities for a variety of health issues and myriad audience demographics.
