COMSUBPAC - Understand Why Recruitment Problems Occur

Challenge

Our client, Commander, Submarine Forces, U.S. Pacific Fleet, was experiencing significant degradations in force readiness due to low manning levels. Additionally, COMSUBPAC was being continually asked to provide advice to senior Navy commands on the proper techniques to recruit personnel. Previous attempts to analyze this problem were not useful because they could not adequately measure soft issues, such as burnout, low morale or job stress.

Assistance Required

Provide modeling techniques that quantify the problem, then offer creative solutions to these manning problems. Perform intensive as-is system research, including interviews and access to the senior decision makers of the submarine force. Develop and test a working "As Is" model using current data. Develop a "To Be" model and use that model to evaluate policy alternatives.

Solution

Using our modeling and a consensus building process COMSUBPAC was able to achieve insights into the retention problem. This effort improved the understanding of the human resources issues that affected the force, including burnout and the effects of a submarine commander's leadership. Additionally, the modeling allowed COMSUBPAC personnel officers to quantify decision options that were previously decided by gut feel.

Results

The results were implemented and force retention improved. The plan was briefed to the Commander in Chief, U.S. Pacific Fleet and to the Secretary of the Navy. Both organizations endorsed the plan. COMSUBPAC was asked to advise the Navy's Bureau of Personnel on this plan.
