Performance Measurement

Performance Measurement is the design, implementation and use of quantifiable indicators to judge success. CACI has proven expertise in all aspects of performance measurement. Why Should You Measure Performance?

First of all, it's the law in government organizations. The Government Performance and Results Act of 1993 (GPRA) legally requires most federal agencies to develop and submit three documents

  1. Strategic Plans - stating the mission and measurable outcomes, in the form of long range goals
  2. Annual Performance Plans - with metrics to quantify annual goals related to the strategic goals
  3. Annual Performance Reports - to measure progress toward accomplishing those goals
Second, it's the right way to reach your goals. Managers want to achieve what they set out to accomplish. However, it's hard to measure the progress you've made in reaching those goals. If you can't measure an activity you can't control it. And, if you can't control an activity you can't manage it.

A Balanced Scorecard

CACI uses the Balanced Scorecard, developed by a group of industry professionals and management experts, to measure an organization's success in meeting its goals. The scorecard is comprised of four quadrants

  1. Learning and Growth examines investments in the workforce
  2. Internal Business Process evaluates inputs, outputs, procedures and cycle times
  3. Customer evaluates services provided to customers, retention rates and quality of products delivered
  4. Financial ultimately brings all other quadrants together to ensure the organization stays fiscally sound
Each quadrant measures different business areas. The measures in one area are often linked to the measures in another. Defining the correct measures in each quadrant, and properly linking them, provides an organization with a powerful tool to assess and improve performance.
