The National Missile Defense Act of 1999 and National Security Presidential Directive 23 call for the development and fielding of a Ballistic Missile Defense System (BMDS) to protect the U.S., our armed forces abroad and friends and allies from ballistic missiles of all ranges and in all phases of flight. CACI is intimately familiar with national level missile defense policy issues, DoD/MDA missile defense guidance, BMDS technical and operational considerations, BMDS planning concepts and MDA elements' imperatives. CACI's senior staff members continue to be involved with seminal, high level advisory groups and congressionally mandated commissions influential in the development of missile defense policy and planning, architectures and technical concepts, and threat and countermeasure assessments including
CACI's senior analysts have participated directly in U.S. delegations and have developed and presented U.S. proposals/counter-proposals during international interactions with officials from the former Soviet Union, the Russian Federation, Ukraine, Japan, India and many other U.S. allies and friends. Our senior staff members have formidable professional and academic experience with U.S. arms control strategy and initiatives and related confidence building measures and initiatives. This is long standing and community-wide. It contributes to CACI's comprehensive historical understanding of previous efforts, in-depth technical and operational knowledge of testbed and integrated BMDS capabilities. It also provides CACI with an informed perspective on threats and international capabilities valuable to MDA and the evolving BMDS. CACI provides comprehensive program management, strategic planning and acquisition strategy support to MDA elements ensuring integrated, long-term BMDS planning. MDA clients have recognized CACI for its productive program management support with responses to short notice requests, high level presentations to senior military and civilian defense officials, and inputs to MDA documentation requiring accurate, expedient and thorough development and staffing. CACI also has a unique awareness of MDA elements' technical, schedule, performance, testing and cost parameters and objectives in relation to national and departmental policy and guidance. We have been an effective contributor to and integrator of elements' program documentation and have been directly responsible for the quarterly standardized briefings to the MDA Director. CACI has extensive experience in identifying, characterizing and aligning BMDS and individual element capabilities with existing and future warfighter needs. CACI has assisted MDA elements with activation and employment planning designed to maximize operational capabilities in support of emergency missile defense missions. CACI understands the importance of developer-to-warfighter interface and has developed, organized and implemented initiatives to ensure that missile defense developers maximize technical capabilities for operational users. We have received acclaim from MDA directorates for successfully creating and implementing a methodology and approach to develop operational concepts for MDA elements to support emergency missile defense missions, if activated. CACI also developed a complementary approach to enable a BMDS element to identify all of the steps necessary to activate, deploy and employ its capabilities to support BMDS operations and then return the element to test status. This methodology has been well received by MDA directorates because it draws traceable linkages among national and departmental policy/guidance, missions and capabilities.
