Maintenance Activity Cost Tracking System (MACTS) - Bringing Cost Visibility to Legacy Systems

The Challenge

The Navy needed to combine depot and fleet level maintenance systems. Additionally, they wanted to combine several legacy management information systems and be able to view a coherent set of information that could guide effective process evaluation and change.

Assistance Required

Implement a change management plan that would support a major change in financial practices. Eliminate the effects of stove-piped information systems by providing interfaces between legacy systems. Provide a working interface to DoD financial systems of record.

Solution

CACI deployed MACTS to standardize accounting and financial management procedures for fleet maintenance activities. We then built interfaces between MACTS and the principal legacy maintenance information management systems such as

  • Maintenance Resource Management System (MRMS)
  • Several labor hours time and attendance systems
  • Standard Accounting and Reporting System-Field Level (STARS-FL)
Using back-end integration techniques CACI then tied this financial and cost accounting system to the Navy's STARS-FL system.

Results

We brought full cost visibility to an enterprise with a $400M budget. Through this cost visibility it was possible to identify and implement meaningful process change into the maintenance management process.
