CADS - Reengineer a Complex Supply Chain

Challenge

Help a client move from an 18-step, paper-based process that imposed a 180-day cycle time from order to fulfillment of important Cartridge Actuated Devices (CADS). CADS are mission critical devices used for pilot safety - they help pilots eject from damaged high performance aircraft.

Assistance Required

Provided system dynamics modeling support for the joint project office Reengineering Initiative Working Group. Used the model to assess the value of each supply chain step and validate data resources required for each step. Determined the value added by each individual step delivery times.

Solution

To support the Reengineering Initiative Working Group CACI built a system dynamics model that included all 18 steps of the existing process. Through the identification of the "As Is" model the team identified eight steps that added no value. The development of the "To Be" model justified the removal of these steps. The modeling results also supported the replacement of a just-in-case inventory management process with a just-in-time philosophy.

The analysis provided the support for the contentious recommendation of the replacement of all local inventories with two major inventory points. The modeling provided the requirements for the web enabled ordering and inventory system that served as the principal customer management tool for the system.

Results

The modeling reduced the CADS resupply time from 120 to seven days and saved 50 man-years of work annually. This reduction of labor represents an annual savings of $5M per year. The Secretary of the Navy decorated our personnel that performed the modeling.
