Command and Control (C2)

Modern warfighting has become multi-theater, asymmetrical and highly dynamic. It requires Command and Control (C2) systems and decision support infrastructures that are timely, responsive survivable and that have global reach. This infrastructure must transform the way we command, improve the way we fight and become transferable to homeland security efforts. Delivery of that capability requires C2 experts with an in-depth knowledge of the policies, strategies and concepts needed to enhance information integration and decision support.

For close to a decade CACI has provided the DoD with senior level professionals who understand command and control issues, have a keen awareness of where the Department is headed, and bring the operational expertise needed to advance net-centric tenets and transformational processes.

CACI is an established and respected source of expertise in the field of nuclear, national and strategic command and control. CACI has distinguished itself as a leader in strategic C2 policy and architecture solutions, in development and implementation of nuclear command and control capabilities, and in implementation of new and innovative approaches to operational C2 concepts and technologies.

OSD Networks and Information Integration, C2 Policy Directorate

CACI provides policy development, implementation and integration of national, global and joint C2 capabilities through net-centric processes and promotion of seamless integration across all warfighting levels. CACI drafted the recently released DoD Directive (DoDD) O-5100.30, Department of Defense C2, which defines the span of DoD global C2 that crosses Combatant Commander, Joint, Service and interagency areas of responsibility, and that extend to the President.

One of our newest support capabilities is technical capability-based analysis to yield recommendations for OSD NII members of the Joint Requirements Oversight Committee, Joint Capabilities Board and Net-centric and C2 Functional Capabilities Board. Additionally, we provide program management, strategic planning, programming, planning and budgetary oversight, and analytical support for New Triad C2 and Senior Leader C3 systems. Having been involved for decades in assessment and policy generation of the Nuclear Command and Control System, the CACI team is now heavily involved in the migration of nuclear C2 to a global disbursed national command capability.

Department of the Navy

As part of its long standing support to the Navy's airborne strategic C2 community, CACI has provided operational support to the Navy E-6 TACAMO fleet at Tinker AFB, OK. We perform system architecture analysis, aircrew performance reviews, strategic mission assessments and fleet integration management for new mission systems. In addition, CACI supports the acquisition program office at Naval Air System Command in southern Maryland. CACI offers a wide range of acquisition planning, documentation and JCIDS analysis as part of the acquisition IPTs. Involved in all aspects of mission support, CACI has contributed to system and mission integration of all E-6 modifications since 1999.
