Executive Vice President, National and Cyber Solutions
Mike Hale is Executive Vice President of the National and Cyber Solutions (NCS) business group for CACI International Inc. In this role he directs strategy, implements growth initiatives, assesses program performance, and evaluates customer satisfaction while meeting the company’s strategic growth goals.
Prior to his current role, Mr. Hale was Senior Vice President for NCS’s Digital Signal Processing Operating Group. He was responsible for programs with the Intelligence Community, the Department of Defense, and civilian agencies focused on mission processing, threat detection/obstruction, and analytic systems. He served before that in CACI’s Business Development organization as Client Executive for the Intelligence Community.
Before joining CACI, Mr. Hale was a member of the Defense Intelligence Senior Executive Service. He was assigned to the National Reconnaissance Office (NRO) and concurrently held the positions of Executive Director of the NRO DoD Cadre, leading all DoD civil servants at the NRO, and Director of the NRO’s Ground Enterprise Director or PEO for Ground Systems. In addition, he served in a variety of key senior executive leadership roles, including:
- Deputy Program Executive Officer for Services for the Air Force
- Deputy Procurement Executive and Competition Advocate for the NRO
- Deputy Program Executive Officer for Signals Intelligence System Acquisitions at the NRO
- Program Director of the NRO's Activity Based Intelligence System Program Office
- Serving in numerous positions before retiring from the USAF to include command, the Air Staff, and assignments to major programs including the B-1; the B-2; the F-117; and classified programs
Mr. Hale earned a bachelor of science from the United States Air Force Academy and a master’s degree in acquisition and contracting management from the Air Force Institute of Technology. He graduated from Air Command and Staff College, Air War College, and the Harvard University JFK School of Government Senior Executive Fellows Program. He is lifetime-certified as a Certified Professional Contracts Manager from the National Contract Management Association and achieved DoD Level III certification in both program management and contracting.
Mr. Hale has been recognized by DoD with a Senior Executive Presidential Rank Award; by the Intelligence Community with a National Intelligence Superior Service Medal; by the NRO with two NRO Gold Medals for Distinguished Service; and by the Air Force with numerous team and individual awards and, upon his military retirement, with a Defense Distinguished Service Medal.
